HCVF VALUE IN A STATE HUNTING ENTERPRISE DIKCHAN

In 2008
This study was carried out in the period June-September 2008, relating to the determination of forests of high conservation value (HCV F) for the territory of the State hunting (DLS) Dikchan and implementation of Principle 9 of the standard for forest management certification scheme of FSC. Inventory and studies were made according to the instructions of the National guidelines on forests with high conservation value, prepared by WWF-DCP.
At the national leadership is a definition of HCVF, including inside features six different woods or combinations of them that determine its conservation value. In general guide gives guidance and management that will maintain or enhance these conservation values. In developing this document, the team was led entirely by the definitions and assessment thresholds specified in national guidelines. Relevant definitions are adapted specifically for forest land and forests managed by DLS Dikchan. These guidelines for management and monitoring are described specifically and according to the specifics of forests and how they manage the study area. Upravleniski recommendations have been developed for all conservation values established in the hunting. Inventory HCVF related to the presence of rare, threatened and endangered species is an ongoing process goes beyond one season. Recommended database for distribution of such SCC is constantly updated by the staff of the farm based on their periodic field observations.
Dikchan covers an area of 20,259 hectares and is located in the southwestern part of the Rhodopes, covering Dabrash hill and valley of the Mesta River. The specific combination of climate, topography, hydrological and geological structure conditioned high species and ecosystem diversity on farm. Forest ecosystems in the region are very valuable economic, environmental and social impact, because they maintain a rich flora and fauna and an important water regulating, erosion control, recreational and aesthetic functions.
The majority of the forests within the DLS Dikchan included in the various categories of SCC. In some cases, the same subdivision falls within more than one conservation value. It makes the forest in this subsection extremely important for maintaining and improving all the identified conservation values. In such cases, the recommendations and restrictions for management and monitoring, which are the most strict in the application of forestry activities.
During the process of identification of HCVF within the DLS Dikchan team works closely with the management of hunting. In the initial phase of the study team organized and conducted a two-day theoretical training of the staff of DLS on fundamental principles of the methodology for determining national leadership, management and monitoring of forests with high conservation value. Were presented potential HCVF within the buyer and provide examples of forestry practices that maintain and / or increase the individual SCC.
During the studies consulted with representatives of local authorities and associations of determination for local communities woodlands and coordination of the management regimes. During the meetings they are aware of the initiative and the Fundamental Principles of forests of high conservation value and sought their views on options for implementation.
Due to the fact that in 2008 pending the adoption of a new forest management project DLS Dikchan recommended the integration of study results and recommended forestry activities in it.
SCC 1. FOREST AREAS focusing GLOBAL, REGIONAL OR NATIONAL SIGNIFICANT VALUE OF BIODIVERSITY (EG endemism, endangered species, refugia)
This conservation value is related to the risk management DLS Dikchan concerning biodiversity conservation. In determining this value are identified or significant conservation value flora and fauna on the territory of the Hunting and the impact of economic activities on them. An assessment of the quality and the impact on their habitats.
For Bulgaria's leadership, the following components:
- Protected areas and areas
- Threatened, endangered and endemic species
- Critical concentrations of species
HCV1.1 PROTECTED AREAS
In Bulgaria, the HCVF considered all protected areas as follows:
1. Lands and forests from forest (LFFF) in reserves, managed reserves, national parks, protected areas, natural landmarks, announced PAA;
2. LFFF in parks within the areas for biodiversity conservation defined management plans and park development projects under the Forest Act (FA);
LFFF in parks that have no constituent documents;
LFFF included in protected areas designated under the Biological Diversity Act (BDA).
1.1.1 SCC. Lands and forests from forest (LFFF) in reserves, managed reserves, national parks, protected areas, natural landmarks, announced PAA;
The territory of DLS Dikchan has announced two protected areas that meet item 1 SCC 1.1. In 1962, he was named Reserve "Pardikonski Gorge" area of 32 hectares to protect ancient beech-fir-spruce forest. In 1986 by Order 886 of 02.10.1986, the PSC was declared a buffer zone around the reserve with an area of 71 hectares. Since the adoption of the Protected Areas Act in 1999 the reserve is reclassified to the new category "maintained reserve" "Horse dol". Since the adoption of the Biodiversity Act is izvarshena and change the status of the buffer zones. In 2007 the buffer zone of the reserve was declared as a protected area "Manastirishteto." Details of protected areas Dikchan DLS are shown in Table 1.( download the full text>>>)
